Deadline Approaches for Maryland Property Appeals Amid Rising Values

The state of Maryland reassesses one-third of all properties each year. For 2025, reassessment values have just been released for about one-third of Maryland property owners. These new values will determine their property taxes for the next three years. The Maryland State Department of Assessments and Taxation reports that commercial property values have been set, on average, 16.4% higher statewide in this recent round of assessments. However, this increase is not supported by current market evidence.

For the properties reassessed as of January 1, 2025, their previous assessments were based on values from January 1, 2022. During that time, for instance, the rate on a 10-year Treasury note was over 300 basis points lower, and the concept of Rent-To-Own (RTO) was still largely theoretical. It is unreasonable to see commercial property values in the five largest jurisdictions increase by 11% to 44% from January 1, 2022, to the current market as of January 1, 2025. This substantial rise in values is likely to force most property owners to pursue appeals in order to align their taxable values with actual market conditions.
